Energy Works Certificate
Many people hear the term Energy Works Certificate from insurers or council staff, but it is actually a broad reference to electrical documentation rather than a single certificate. The specific certificate you need depends on your installation and the work completed.

Electrical Warrant of Fitness
Some types of buildings and vehicles require an Electrical Warrant of Fitness. This includes caravans, food trucks, portable structures and particular commercial setups. The WOF confirms that the electrical system is safe, compliant and suitable for use.

Certificate of Compliance
A Certificate of Compliance is issued whenever general risk electrical work is completed, such as new wiring, mains work, switchboard upgrades, additions or renovations. The certificate confirms that the work meets Auckland safety regulations and has been completed by a licensed professional. Legacy Electrical provides Certificates of Compliance for residential and commercial projects, ensuring that your work is recorded properly for future reference, insurance requirements and council approvals.
Most new electrical installations will require a Certificate of Compliance.
Electrical Safety Certificate
An Electrical Safety Certificate confirms that newly installed or modified electrical work has been tested, connected and verified as safe to use. It is commonly issued for low risk work including maintenance, replacements and basic repairs.
Legacy Electrical supplies ESCs for both stand alone jobs and projects that also require a Certificate of Compliance. The ESC must be issued within 20 days of connection, and our team ensures this is completed accurately and on time.
Certificate of Verification
A Certificate of Verification is used when the existing electrical installation needs to be checked before it can be reconnected or accepted by insurers. This certificate is often needed when:
- No previous documentation exists
- An insurer asks for proof of electrical condition
- The installation has been disconnected for more than six months
- There are concerns about age, damage or unsafe DIY work
Legacy Electrical follows the AS NZS 3019 standard to assess the condition of the installation and confirm whether it is safe and compliant before issuing the certificate.
This document is especially valuable for older homes, rural buildings and properties with uncertain electrical histories.

- Record of Inspection
A Record of Inspection is required for high risk electrical work. Examples include mains supply work, overhead service lines, solar installations and parallel generation systems. These jobs must be inspected by an independent electrical inspector. Legacy Electrical issues the Certificate of Compliance for the work, and the inspector issues the Record of Inspection once the installation is confirmed as safe and correct.
Both certificates are needed for high risk work to be fully certified. The inspection details are also recorded in Energy Safety’s high risk database.
